As a parent of a 3 1/2 year old, I think this is sad. IMO, parents who do this can't be bothered to pay attention to their kids. Look at the pics again and notice the distance between most of the parents and the kids. Also whether or not the parents are actually watching the kids or using the leash as a way to avoid having to watch the kids. We don't use a leash on our daughter and when we are out in public she stays near us and we always know where she is.

I agree that 's funny, and maybe shock collars would be a better training tool.
